About Us
Two Federal Mandates. Three NFPA Standards. One Complete Solution.
OSHA requires employers to protect workers from electrical hazards. The National Fire Protection Association mandates the specific standards that define exactly what that protection looks like. Together, they form what’s known as the Electrical Cycle of Safety — three interlocking NFPA standards that every industrial and manufacturing facility must follow.
Facilities that don’t comply face OSHA citations, NFPA violations, and the real-world consequences that come with them: electrical fires, catastrophic equipment failures, worker injuries, and production shutdowns that cost far more than the compliance program would have.
DL and L Energy Consulting covers all three standards — NFPA 70E for electrical safety, NFPA 70 for electrical code, and NFPA 70B for equipment maintenance — as a single, coordinated compliance partner. We also help facilities develop a written, facility-specific Electrical Safety Program that documents everything and holds up to any inspection.
THE ELECTRICAL CYCLE OF SAFETY
Two Agencies Mandate This. Most Facilities Only Know One.
Most facility managers know OSHA requires electrical safety compliance. What many don’t realize is that the National Fire Protection Association (NFPA) mandates it too. Together, OSHA and the NFPA define what’s called the Electrical Cycle of Safety — three interlocking standards that every industrial and manufacturing facility is expected to follow:
NFPA 70E — Electrical Safety Standard
Governs electrical safety in the workplace. Covers arc flash hazard assessments, equipment labeling, worker training, PPE selection, and safe work practices. OSHA references NFPA 70E as the standard for worker protection. The NFPA mandates it as the foundation of any electrical safety program.
NFPA 70 — National Electrical Code
The National Electrical Code sets the minimum requirements for safe electrical installations in the United States. It is adopted by virtually every jurisdiction and is the legal baseline for any electrical installation, modification, or expansion. Non-compliance exposes your facility to code violations, insurance issues, and significant liability.
NFPA 70B — Electrical Maintenance Standard
Covers the ongoing maintenance of electrical equipment. Proper maintenance under NFPA 70B prevents equipment failure, reduces fire risk, and keeps electrical systems operating safely and efficiently. Facilities that skip preventive maintenance aren’t just risking breakdowns — they’re creating the conditions for electrical fires and worker injuries.
These three standards don’t operate independently. They work together as a complete system. NFPA 70 governs how electrical systems are built. NFPA 70E governs how workers interact with them safely. NFPA 70B governs how they’re maintained over time. Gaps in any one of the three create risk across all three.
DL and L Energy Consulting covers all three — because partial compliance isn’t real compliance.
THREE VALUE PILLARS
Complete Compliance, Fully Covered
NFPA 70E, NFPA 70, and NFPA 70B each carry their own requirements, timelines, and documentation obligations. We handle all three so you’re not juggling multiple vendors or guessing what each standard actually requires. Arc flash assessments, equipment labeling, code reviews, maintenance programs, and a written Electrical Safety Program — we put it together and keep it current.
Stop Breakdowns and Fires Before They Start
Deferred electrical maintenance doesn’t just risk breakdowns — it creates the conditions for electrical fires. Infrared scanning, transformer servicing, circuit breaker testing, and cable diagnostics catch problems early, before they take a line down, destroy critical equipment, or become a fire hazard.
Train Workers Who Understand the Hazards
Electrical hazards kill roughly 400 workers in the US every year and cause thousands more injuries that permanently change lives. Our NFPA 70E training programs give electrical workers a genuine understanding of arc flash, electrical shock, and how to work safely around energized equipment. Trained workers work faster, make fewer mistakes, and come home safe.

It’s Not Just OSHA. The NFPA Mandates This Too.
OSHA’s electrical safety standards (29 CFR 1910 Subpart S) require employers to protect workers from electrical hazards and reference NFPA 70E as the recognized standard. But it doesn’t stop there. The National Fire Protection Association independently mandates compliance with the Electrical Cycle of Safety standards — NFPA 70E, NFPA 70, and NFPA 70B — as the framework for preventing electrical fires, injuries, and equipment failures.
Facilities that fall short on either front face:
- OSHA citations up to $156,259 per willful violation.
- NFPA code violations and failed inspections.
- Work stoppages and facility shutdowns.
- Electrical fires from unmaintained equipment.
- Civil liability following worker injury or equipment loss.
- Higher insurance premiums or loss of coverage.
THE DL & L TURNKEY PACKAGE
One Partner. Complete Coverage. A Tailored Electrical Safety Program Built for Your Facility.
Most facilities piece together their electrical safety and maintenance obligations from multiple vendors — one company for training, another for assessments, another for maintenance. That approach creates gaps, inconsistencies, and headaches when OSHA or the NFPA comes looking.
DL and L Energy Consulting offers a comprehensive turnkey solution that covers every element of the Electrical Cycle of Safety under one roof. We don’t hand you a generic compliance checklist and walk away. We build a tailored Electrical Safety Program specific to your facility, your equipment, your workforce, and your operational realities.
What the Turnkey Package Includes:
- Full NFPA 70E arc flash hazard assessment and equipment labeling.
- NFPA 70E arc flash training and certification for your electrical workers.
- NFPA 70 electrical code review and compliance consulting.
- NFPA 70B electrical preventive maintenance program — infrared thermography, transformer maintenance, circuit breaker testing, cable testing and fiber optic testing.
- A written, facility-specific Electrical Safety Program that documents your compliance, your procedures, and your training records in a format that satisfies OSHA and NFPA requirements.
- Ongoing support to keep your program current as code cycles update and your facility changes.
What It Protects Against::
- OSHA citations and fines up to $156,259 per willful violation
- Electrical fires caused by deteriorating equipment and deferred maintenance
- Unexpected breakdowns and unplanned production shutdowns
- Worker injuries and fatalities from arc flash and electrical shock
- Failed audits and costly emergency remediation
Think of it as comprehensive insurance for your electrical infrastructure — except instead of paying out after something goes wrong, it makes sure nothing goes wrong in the first place.
You focus on running your facility. We make sure your electrical systems, your workers, and your compliance program are all taken care of.
WORKFORCE BENEFIT
A Trained Workforce Is a Safer, More Productive One
Electrical safety training delivers a real return on investment. Workers who understand the hazards they’re dealing with are more confident, more efficient, and less likely to hesitate or make costly mistakes. When a technician knows the equipment they’re working on, knows what PPE they need, and knows the correct procedure to follow — they get the job done faster and safer. That means less downtime, lower workers’ comp costs, and a safety culture that protects your entire operation.

FAQ’S
Frequently Best Asked Question?
That’s why we’ve compiled a list of frequently asked questions to help make the process as smooth as possible for you.
The Electrical Cycle of Safety is the three-part framework of NFPA standards that governs electrical safety and compliance in industrial and manufacturing facilities. It consists of NFPA 70E (the Electrical Safety Standard, covering worker protection, arc flash hazards, and safe work practices), NFPA 70 (the National Electrical Code, governing electrical installations), and NFPA 70B (the Electrical Maintenance Standard, covering ongoing equipment maintenance). These three standards work together as a complete system. NFPA 70 governs how electrical systems are built. NFPA 70E governs how workers interact with them safely. NFPA 70B governs how they’re maintained over time. DL and L Energy Consulting covers all three.
Both. OSHA’s electrical safety standards (29 CFR 1910 Subpart S for general industry) require employers to protect workers from electrical hazards, and OSHA references NFPA 70E as the recognized standard for meeting that obligation. Independently, the National Fire Protection Association mandates compliance with the Electrical Cycle of Safety — NFPA 70E, NFPA 70, and NFPA 70B — as the framework for preventing electrical fires, worker injuries, and equipment failures. Facilities that focus only on OSHA and ignore NFPA requirements, or vice versa, are leaving significant compliance gaps.
NFPA 70E is the Standard for Electrical Safety in the Workplace. It covers everything from how to assess arc flash hazards to what PPE workers need to wear. OSHA uses it as the benchmark when evaluating whether an employer is meeting its electrical safety obligations. The NFPA independently requires it as the foundation of any electrical safety program. If your facility has qualified electrical workers, compliance is not optional. Facilities that don’t comply face OSHA citations, NFPA violations, and — more importantly — workers who are exposed to hazards they don’t have the training or information to protect themselves from.
An arc flash is a violent release of electrical energy caused by an unintended current path through the air. It happens in milliseconds and releases a burst of intense heat (up to 35,000 degrees Fahrenheit — roughly four times hotter than the surface of the sun), a pressure wave, molten metal, and ultraviolet radiation. Even at several feet away, an arc flash can cause severe burns and permanent injury. About 400 workers in the US die from electrical incidents every year, and thousands more suffer life-altering injuries. Most of those incidents are preventable with proper training, hazard assessment, and appropriate PPE.
Both. OSHA requires employers to train workers on the electrical hazards they may encounter. NFPA 70E defines what that training must cover, including arc flash hazard awareness, PPE selection, safe work practices, and approach boundary requirements. The NFPA mandates this training as part of a complete Electrical Safety Program under the Electrical Cycle of Safety. Employers who can’t document that their electrical workers have received proper NFPA 70E training are exposed to citations from both bodies.
The standard practice is to review and update an arc flash assessment at least every five years. Any time a facility makes a significant change to its electrical distribution system — new equipment, a utility service change, a major renovation — the assessment for the affected areas should be updated right away. An outdated assessment can give workers inaccurate hazard information, which defeats the purpose of having one.
